Context/Reporting line:
As the Government of Iraq (GOI) moves forward with camp closure and consolidation, there is an urgent need to address barriers to safe and dignified return of IDPs. Families who face complex barriers to return,including those with perceived affiliation to the Islamic State of Iraq and the Levant (ISIL), require tailored support that can help them to address complex return and reintegration challenges, including stigmatization, systematic lack of access to civil documentation, rejection by communities in areas of origin, risk of retributive attacks, and, in some cases, banishment from communities or tribes.IOM’s Community Stabilization Unit (CSU) is responding to these complex challenges with a range of support to IDPs and returned IDPs, including legal assistance, protection services, MHPSS, social cohesion, and community engagement, alongside other assistance provided by IOM related to facilitating return movements and integration. As part of its return and reintegration programming, CSU is looking to expand its engagement with the Tribal Directorate in order to explore how tribal mechanisms may contribute to a safe and dignified return process. In recent years, tribal mechanisms have increasingly been used to facilitate complex returns due in part to the lack of alternative solutions and also to the cultural context established in
Iraqi society where it is customary for the tribe to protect women, children, and the elderly. By engaging with the Tribal Directorate at provincial level, IOM aims to identify individualized solutions that may help to facilitate voluntary and sustainable return, respecting the principles of do no harm, conflict sensitivity, and general protection principles. Under the general guidance of the Chief of Mission (CoM), the overall supervision of the Head, Community Stabilization Unit (CSU), the administrative supervision of the Head of Sub Office (HoSO) and the direct
Supervision of the Stabilization Coordinator (South-Central Iraq), the incumbent will be responsible for two inter-linked areas of work:
(1) Provide oversight of IOM’s social cohesion programming in AAF camp. This
Programming aims to improve social conditions in the camp and identify and (start to) address social cohesion issues that impede return, while also contributing to the prevention of violent extremism
(2) Provide oversight of IOM’s engagement with the Tribal Affairs Directorate as it relates to the individual or case management level, and the facilitation of return and reintegration of IDP families via tribal mechanisms.
This engagement will begin in AAF camp but may extend to other provinces as well. While the initial operational focus of the role is on AAF camp, the position is expected to undertake regular travel to areas of IDP return so as to understand the conditions and monitor the outcomes of facilitated returns and may also expand to other camp and non-camp-based sites of displacement.
Core Functions / Responsibilities
1. Oversee IOM’s social cohesion programming in AAF camp, including program design, operational needs, staff supervision, budgeting, and reporting.
2. Ensure timely and effective execution of social cohesion activities and operational plans in AAF camp, as well as efficient, transparent, and accountable use of allocated funding.
3. Provide technical oversight and day-to-day supervision of field staff working in AAF camp (and other designated locations, as they arise) who are engaged in CSU’s programming to facilitate returns via coordination with the Tribal Affairs Directorate.
4. Liaise with the Provincial Tribal Affairs Directorate in order to explain IOM’s approach and guiding principles and provide oversight of the engagement on IDP return.
5. Oversee coordination with IOM’s protection team, protection partners, camp management and Directorate of Tribal Affairs.
6. Ensure camp management approval of planned activities in AAF camp and prepare analytical or policy documents to document these plans (as required).
7. Conduct regular travel to areas of IDP return (which may include Nineveh, Anbar, Salah al Din, Diyala, and other areas as relevant) in order to address relevant issues with provincial tribal committees and local authorities.
8. Perform such other duties as may be assigned by the direct supervisor.
